This is to certify that HIRATA Corporation, Japan, has legitimately accessed genetic resources in accordance with the Access and Benefit-Sharing (ABS) framework of Lao PDR, based on the requirements of Prior Informed Consent and Mutually Agreed Terms. This access is authorized under Project Agreement No. 239/FoP, established between the Faculty of Pharmacy, University of Health Sciences, Lao PDR, and HIRATA Corporation, Japan, under the Joint Exploration and Evaluation Program (JEEP) for Genetic Resources, dated 24 March 2026.
Subject-matter or genetic resource(s)
This permit covers plant genetic resources originating from the Lao PDR with potential antioxidant properties and bioactive compounds relevant to the development of functional food ingredients, cosmetic active substances, and botanical materials for toiletry products. The resources include traditional Lao medicinal plants and other plant species identifiable by their taxonomic names.

Activities conducted under this permit include literature review and background data collection, field collection of more than 400 plant genetic resource species across the Lao PDR, and preparation of samples in dried, juiced, frozen, and extract forms. The collected materials will be evaluated for antioxidant activity and analyzed for chemical components using LC/MS and GC/MS techniques.

Research samples and associated data may be transferred to HIRATA Corporation for further analysis and identification of candidates with potential commercial applications in cosmetics, functional foods, and toiletries.

Genetic resources obtained under this project shall not be transferred to any third party without the prior consent of the Faculty of Pharmacy, University of Health Sciences, Lao PDR, and the Lao ABS Authority, as the provider. However, HIRATA Corporation may collaborate with third parties to develop and commercialize products derived from research samples obtained under the project, provided that such activities are conducted with the prior consent of the provider and in accordance with mutually agreed terms, including applicable benefit-sharing arrangements. 
Additional Information
Research findings related to the use of the subject matter shall be shared with the ABS competent authority through the submission of progress reports every six months and a final report within four months after completion of the project. Analytical data, formulations, and other proprietary information shall not be disclosed. Any public release of research findings or publications shall require prior written approval from both Parties.
